A market may be available for one number type and not another. Geographic, national, and toll-free numbers each carry their own conditions.

Capacity and traffic profile

Steady low-volume traffic and short high-concurrency bursts are different engineering problems. Both are workable; both need planning.

Local regulation

Some markets require a registered entity, a local address, proof of use, or regulator notification before a number can be assigned.
